What happened to "Learning a lesson"?

It seems that these oil spills aren't stopping.  People say that they realize the consequences and everything these spills are causing.  So why are they still happening?  The one in the gulf last year was horrible.  Marine life, animals, environment, economy, health... the oil spills affect everything!  It was said that the oil was spreading to the shores, and fast.  The reputation of resorts on the ocean were getting worse.  People were cancelling trips because they assumed that the beaches would be absolutely disgusting, even if they weren't.  But I mean, you can't really blame them.  Look at the waters, and with the current, it would be expected to travel to the shores, and I guess some people just didn't want to risk that.  So look at all that these spills affect.  People cancelling vacations, resorts having to deal with these cancellations, animals dying, people spending tons of money to try and fix the problem, the list goes on!  So enough with all of this, shouldn't we be learning from our mistakes, and preventing oil spills?  People need to figure out what went wrong, and make sure it doesn't happen again, because before we know it, it won't be salt water, it'll be oceans covered in oil.
